Has anyone ever seen crows that look like this?

Contacted the Game and Fish Commission and they wanted to see pictures so I sent them these.  Looks sick to me and I can't help but wonder what they might have.

Here you go, just received a note from the G&F Commission. 

"Your crows  appear to be going through the post breeding season molt with noticeable patches of neck and upper back feathers molting at a faster rate than the rest of their body feathers.  This is normal and, unless the crows are acting impaired or ill, it is nothing to worry about." 

Still, I've never seen anything like this in my life.
